Case Management
We provide medical and vocational case management services in-person, virtually, or telephonically. In addition to providing our services for the U.S. Department of Labor, U.S. Department of Defense/Defense Base Act, and Texas Association of School Boards cases, we have successfully managed over 2,000 SIBS, Longshore, and FECA cases.

South Texas Rehabilitation & Placement Services was founded in 1982 by Rick Flores, a dedicated U.S. Navy Veteran who understands the challenges of living with a disability. His personal experience drives the mission of the organization: providing compassionate care and support to individuals on their journey to recovery.
With a commitment to improving lives, South Texas Rehabilitation & Placement Services continues to serve our clients with excellence and empathy. Our entire team is dedicated to the hard work necessary to help injured workers explore their abilities and prospects to achieve maximum autonomy and independence in life. About Us
Since 1982, we have assisted adjusters, risk managers, and injured workers in the workers' compensation program process. Our bilingual, certified, and experienced team has a proven track record of effectively and efficiently handling the detailed process of Medical and Vocational case management and Return-to-Work services.

Founder and CEO
Rick Flores, M.Ed., CDMS

After receiving an honorable discharge from the U.S. Navy, Rick converted his home’s garage into an office and founded South Texas Rehabilitation & Placement Services in 1982. Not long after starting his company, Rick completed his Masters degree at the University of Texas - Rio Grande Valley while also raising 2 pre-school aged sons.
With nearly 45 years of experience in medical and vocational rehabilitation services, Rick is intricately involved in case management and leads the case management team. His focus continues to be on assisting injured clients, providing expert testimony, and guiding case managers through the complexities of the case management process.

Operations Director
Yolanda Flores
In 1989, Yolanda joined South Texas Rehabilitation & Placement Services to manage its growth. Cool fact - proving Yolanda's leadership acumen and civic mindedness, in 1988 she became the first female president of any United States Junior Chamber chapter.
Consistent with Yoli's driven nature, she completed her degree in Business Management at the University of Texas - Rio Grande Valley in 4 years while also raising 3 grade-school aged sons and serving as the operations director at South Texas Rehabilitation. Her driven and boundary breaking approach has helped South Texas Rehabilitation navigate decades of change without ever ceasing operations.

Marla Saenz, M.S., CRC, LPC
Marla has over 15 years of case management experience, all with South Texas Rehabilitation & Placement Services. Marla is committed to integrating medical, vocational, and psychological counseling to help clients overcome challenges, regain independence, and achieve long-term career success.

Myra Rios, M.S., CRC
Myra has over 6 years of case management experience, all with South Texas Rehabilitation & Placement Services. Myra is dedicated to helping clients navigate the complexities of rehabilitation and return-to-work planning. Understanding her vital role in this process is why she is driven to use her expertise to help injured workers in their journey back to productive careers.

Loriza Rodriguez, M.S., CRC
Loriza started her medical and vocational case management career in 2023 at South Texas Rehabilitation & Placement Services. Loriza has proven early in her career to be an outstanding contributor to an outstanding case management team. Her passion stems from knowing that she plays a key role in helping clients overcome challenges as they work toward returning to work or adjusting to life with a disability.

Joceyln Terrazas, M.S.
Joceyln began case management training at South Texas Rehabilitation & Placement Services in 2024 and expects to attain her CRC license in July 2025. Joceyln's favorite part of working in case management is contributing to the improvement of clients' psychosocial, clinical, and functional conditions.
